Building Clerk

Laura LaRosa serves as the Building Clerk for the Village of Machesney Park. The Building Division is an office of the Community Development Department that is responsible for the administration of building permits and inspections. Permits and inspections are required to ensure that all construction and development projects are constructed safely and in compliance with the Village’s adopted building codes and ordinances.

Almost every construction project that occurs in the Village requires a building permit. The Community Development Department is responsible for processing all permits to ensure that construction is being done safely and correctly.  The Village understands that your time is valuable and it is our goal to process your application as quickly as possible.

If you are unsure whether or not your construction project requires a building permit, please contact us at 815-877-5432. Here is a list of home improvements that do not requirement a permit:  a) siding and window replacements (of the same size); b) kitchen cabinets and countertops; c) carpeting or flooring.

The Village’s permit process involves three main steps: application, plan review, and inspection. The Village is committed to providing a prompt review of your permit application, and a fair and consistent inspection of your improvement project.

Applications
Any construction project requiring a permit must be submitted to the Village using an application. Click here to be directed to the forms and applications page.

Plan Review
Many projects, such as water heaters or roofs, do not require a plan review. Plans for new residential homes, garages, sheds, fences, swimming pools, parking lots, and signs are reviewed internally by Village staff.  For commercial projects, the Village uses an external plan review consultant.  Review fees for commercial projects are added to the permit review fees and collected at permit issuance.

Building and Zoning Permits

Building permits can be obtained during normal Village Hall operating days, Monday through Friday, from 8:00am-11:00am & 12:00pm-4:00pm

Residential

Application Requirements When applying for new single family home permits, the following items are required at the time of application:

  • Completed building, zoning, electrical, plumbing, and mechanical permits
  • Proposed survey
  • Approval letter from Homeowner’s Association and/or developer, if required
  • All permit fees as per Village Code Chapter 100

Commercial & Manufacturing Construction

The following are required at the time of application:

  • Four complete sets of architecturally stamped drawings
  • 1 complete set of digital drawings
  • A copy of the contractor licenses for roofing and plumbing contractors, if applicable
  • Food Service Businesses: submit a kitchen layout to the Winnebago County Health Department
  • Reviews will be completed by: Planning & Zoning, Engineering, Structural & MEPs, and the Fire Department

*Note: ALL permit fees must be paid for prior to beginning any construction activities.

All Others

Applying for a permit property owners will need the following information in order to apply for permits:

  • Permit application
  • Legible copy of legal Plat of Survey showing existing building and setbacks to lot lines
  • Contractor information, if one is being used

Required Inspections

Building Permits that are issued by the Village will contain instructions for requesting inspections.
Requests for final inspections must be made at least 24 hours in advance.
