James Richter II is the Community Development Director for the Village. He was born in Appleton, Wisconsin, and moved to the Rockford area in 2003. James has a Master’s Degree in Public Administration from Northern Illinois University and a Bachelor’s Degree in Urban and Regional Studies from the University of Wisconsin-Oskhosh. James is married with two children and enjoys watching the Green Bay Packers, running, fishing, and writing music.
Community Development is the empowerment of leaders, entrepreneurs, professionals and citizens within a community to facilitate growth by providing them with proper information and resources to enact change. The Community Development Director is responsible for planning and organizing for the orderly development of the Village of Machesney Park. The Director oversees the Planning and Zoning Specialist, the Code Enforcement Inspector, and the Building Clerk, in addition to the Village’s Economic Development initiatives.
