The Administration department is responsible for providing general and financial information to the Board of Trustees and the public. The Administration department provides support for all departments in handling general resident inquiries, employee benefits, risk management and insurance coverage, receipt and disbursement of Village funds, various financial reporting, policy development, and the issuance of various licenses.
The Village Administrator, James Richter II is responsible to the Village Board for supervising and coordinating the day-to-day activities of all Village departments, including contract management.

The Village’s Administrative Assistant/Deputy Clerk, Penny Miller, has lived in Machesney Park her entire life…. even before it was Machesney Park! She grew up here and graduated from Harlem High School. Penny received her Bachelors’ Degree in Human Services from Judson University and her Masters’ Degree in Public Administration from Upper Iowa University.
Penny has been employed by the Village of Machesney Park for 25 years. She has worked at the Village since May of 1989 and served under five mayors.
Penny serves the Village of Machesney Park as its Administrative Assistant. In addition, she is responsible for Accounts Payable functions and serves as Deputy Clerk and Collector for the Village.
Jean Davison is the Village’s Receptionist/Administrative Assistant, and she is responsible for coordinating office relations on an everyday basis and working with the Accounting Manager/Human Resources Director on a variety of projects such as balancing the Village’s budget.
