The Village of Machesney Park works with the Federal Emergency Management Agency (FEMA), the Illinois Emergency Management Agency (IEMA) and the Illinois Department of Commerce and Economic Opportunity (DCEO) to purchase homes in the floodplain through a voluntary program to reduce future flood damage to flood-prone areas.

Once the land has been purchased by the Village, FEMA requires that these properties “must be forever dedicated and maintained as open space.”  The Village wants to see these lands eventually used to accommodate community needs, such as a passive park in the Shore Drive floodplain area.  Click here for additional information.

Building Permit(s)

When you are planning a room addition, garage (detached), fence, shed, deck, etc., it’s always wise to call the Building Department (815) 877-5432 in advance to ascertain what kind of permit you will need.

Permits are generally required for almost all types of improvements in Machesney Park.  The purpose of permits, licenses, and inspections is to protect the life, health, and safety of all citizens of Machesney Park by monitoring all buildings through code enforcement and abatement of code enforcement and abatement of code violations.”

Fence Permit

The Village of Machesney Park does require a fence permit, as there are regulations on the height and locations of fences within the Village. The Village does not collect a fee for this type of permit, so as to keep the cost of doing business and increasing the value of your home in Machesney Park to a minimum.

If you are replacing an existing fence with a new fence, or constructing a new construction fence you must obtain an approved fence permit prior to beginning construction. Residents do not need a permit to make basic repairs to a fence, as long as no new sections of fence are being added, the material the fence is constructed with is not changing, and the location of the fence is not changing. Shed/Accessory Structure Permit

The Village of Machesney Park does require a permit for all structures, to include sheds and accessory buildings of all sizes. Any accessory building (garage, detached garage, garden shed, etc.) which is less than 200 square feet only needs Zoning Department approval, however any structure over 200 square feet does require Building Department approval and inspection. The Village code maintains various requirements for sheds and accessory structures for each property, such as setback requirements, square footage maximums, etc. which can be reviewed and explained by Village staff. The fees for the required permit for these structures is dependent upon size and other variables such as utilities used in the structure, etc.

A permit must be applied for and approved prior to beginning construction or installing any accessory structure. Permits can be applied for at Village Hall with the Planning & Zoning Coordinator, or the Building Clerk. If you have any questions or concerns, the staff is available to assist you at 815-877-5432.

Mailbox Reimbursement (Snow Plow)

If your mailbox or mailbox post has been broken or damaged due to direct contact with a snow plow, please complete the below form and submit it to the Public Works Department at Village Hall, 300 Roosevelt Rd, or via e-mail at

Telecom Tax Rebate Program

The Village of Machesney Park will reimburse Village Telecommunications Taxes paid by qualified senior residents age 65 or over with total household income of 50% or less of median income as established by the Dept. of Housing & Urban Development (HUD) for the Rockford metropolitan statistical area (MSA) in the previous calendar year. Applicants must occupy the property as their principal residence and be liable for paying the taxes.  Rebates will be given up to $25 per household per year, and will be awarded first-come, first-served until allocated budget is exhausted.  Minimum rebate is $10. Application dates are from July 1 through August 31 of each year, and rebates are given on a first-come, first served basis, and available at the Village Hall.

Utility Tax Rebate Program

The Village of Machesney will rebate amounts paid for the municipal electricity tax and the municipal (natural) gas use tax to eligible individuals (as defined) on an annual or quarterly basis.

Rebates will be based upon payments made by eligible individuals during the rebate year.  Eligible individuals must request rebates using the application form provided by the Village (see link below).

Only one rebate of electricity (or a maximum of four rebates if receiving quarterly rebates) and one rebate of gas use taxes (or a maximum of four rebates if receiving quarterly rebates) will be issued per household.
